Can someone explain how this is permitted under NCAA rules?

It just wreaks of excess.

Has there been any fallout?

It was a "travel exemption" permitted by the NCAA so NCAA Basketball teams could participate in overseas tournaments/travel during the off-season as I understand it. But the NCAA did not limit the exceptions (i.e., to "benefits") to only b-ball or any specific sports - again as I understand it, so Hairball and scUM are providing their football players clear "excess benefits" and a free trip/vacation to Italy with no reason relative to their specific sport (which is illegal under the "spirit" of the rules, but scUM and Hairball are thumbing their nose again at the NCAA and LEGITIMATE rules they have in regards to benefits.....go figure, and scUM fans like to rip on SEC programs, LOL!).

And, once that loophole is closed, which other loophole will Harbaugh find? I believe that teams can only do a trip like this once every 4 years, so he'll have to come up with something in the next 6 months.

As Italians don't follow American college football Harbaugh has been telling them he's a great coach who has won many, many championships.

Hey! Let's check in on Jimmy and his band of international footballers!

Seriously, these guys are basically vacationing in Italy on Michgan's dime. Harbaugh is scum.

I guess, when your best season in years end up in Florida (with a loss), you've got to do SOMETHING!

LOL - that's a selfie stick, right? Who dresses like that?

I thought I read that Michigan got around the bad PR of using University funds to take the trip by having a 'private dedicated donation" specifically for it.

I'm not sure what the huge issue is. Sure, it's excessive and unnecessary, but so what? Michigan players work their tails off for their football program, and I don't really see what the big deal is if the program wants to take the team on what essentially amounts to a little vacation and sightseeing trip in lieu of making the most of their spring practice time on campus.

Because. He went to Rome, and had the team play PAINTBALL. Let's see pics of the players at the Uffizi or something; then I'd agree.

Other than the fact that providing such "Player Benefits" are clearly against the both the letter and "spirit" of the NCAA Rules - the exemption he is using was never intended for football. Why am I not surprised that the scUM troll has no problem with scUM providing illegal "extra player benefits" and says it's really no big deal that they are doing it.... Yawn.

I felt this way when Coach Cooper took the baseball team to Cuba two years ago, I'd feel the same way if Franklin wanted to take the team to have spring practice in Australia in 2018, and I'll feel the same way when Coach Chambers takes the basketball team to Europe later this summer. I just don't think it's a big deal, especially for football programs that make money hand over fist - generally speaking, I'm in favor of anything that gives the players a greater share of the revenue that they produce.

My, my. You spent all that time looking up photos of Harbaugh ? You must be a secret fan.

What laughable nonsense - Baseball Programs take teams to Cuba to PLAY BASEBALL....Basketball Program take teams to Europe to play in BASKETBALL TOURNAMENTS.....they don't take the teams traveling on vacation you jack@ss. LMFAO, now you're in favor of illegal "extra benefits" for players - how SEC of you.....

It's nothing but a boondoggle. There is no rule that allows it (the foreign tour rule is only valid if you actually play games against foreign competition). But, in typical Harbaugh fashion, there's no rule that says you can't travel to another country on a boondoggle to "practice" when school isn't in session (Michigan's finals week started last week, though I'm sure all Michigan's finals were conveniently scheduled for last week). I expect there to be such a rule this time next year.

Meanwhile, there's no way the practices over there are providing any value to their 2017 season, so for that, I thank Harbaugh

To say that Jimmah has "jumped the shark", would be the understatement of the year.

The boy is a full-blown loon.

Even though he has grown a Cult that would join him on a Uber ride to the Hale-Bopp comet - the Heaven's Gate clan will tire of his act soon, especially if Urby kicks his ass a couple more times.

Hopefully, PSU and CJF will give him a couple kicks to the nuts before he gets carried away.

This is absolutely no different (in terms of excess) from playing a football game in Ireland. Haters gonna hate. Sad imo

It is a big deal because the trip has nothing to do with football and all about flaunting it to the NCAA.

You can't even use the Ireland trip because that team really didn't do any sightseeing. Meanwhile, Harbaugh is doing a grand tour of Rome.

Yup. More about Harbaugh pushing the limits of what's allowable by the NCAA and making sure everyone knows it than it is about educating and enriching his team. Harbaugh will be the reason for yet more rule changes going forward because he can't and won't play by the ones that aren't specific enough for him.

Really? You mean going to Europe to play a football game you were invited to as the VISITING TEAM (i.e., the only way you can play the game is to go to the named home team stadium venue) is "no different in terms of excess" than a program taking their team to Europe for Spring Break Vacation and no other reason whatsoever (i.e., giving the players "excess benefits", etc... - but let me guess, according to you, the players probably brought their own "spending money" for sightseeing, shoping, etc...)? Huh? LMAOF.

I am surprised that the IRS doesn't view the cost of this trip as taxable income for the players....

I think you are reaching. If Joe had taken a team to Italy, we would also say how a great learning experience it was.

And the team absolutely did do sightseeing in Ireland.

How many days before the game did PSU fly out to Ireland (again, as the visiting team merely going to the Stadium venue named by the Home Team)? How many days after the game did PSU fly back to State College? So in your opinion, when PSU plays a team requiring air travel and they go out early, so they don't have to "fly" the same day as they play, they're making the trip to do sightseeing? LMFAO, at some of the ridiculous contortions some of you will go to in an attempt to support a ludicrous claimed "analog", that absolutely is not an "analog" and not even remotely close to being one.

I don't see how a bowl game during the season is the same as a trip for spring practice...

No doubt, the primary purpose of a team traveling to a "Bowl location" is to play the Bowl Game as far as I can tell.... Also, much of the chachki and "complimentary events" for the players is provided by the "Bowl Organizer and Sponsor", not THE PROGRAMS themselves (which would include "Booster" financial sponsorship). It is illegal for the PROGRAM (including parties defined as "BOOSTERS") to provide "Excess Benefits" - the rules do not say it is illegal for Bowl Sponsors to give commemorative gifts, complimentary events, etc....

But it is absurd to say that the primary purpose of Bowl Travel is "vacationing and sightseeing" when the primary purpose is clearly to travel to the SITE OF THE BOWL GAME!
