I wish someone with more time and energy than me would compare the Penn State's 2015 final team ranking against the 2016 recruiting position. For instance, we finished around the 50th best team rank wise but our recruiting class will end up between 15 to 25 (Rivals vs ESPN rank). Now index that against other schools. I think you'll find that Penn State's coaches have done B+ work with this class. We have not be relevant in years as a football power. What is it that makes the majority of posters believe that Penn State should have a preordained top 10 recruiting class? Our coaches have leaned out over the skis with this class.
