I don't think anyone has ever given a definitive answer on whether Cortez certified at 133.

The roster on Gopsusports has JC listed at 133/141. It also says the following - "Junior Jered Cortez could compete at 133 or move up to 141 pounds for Penn State after a promising season cut short by injury a year ago."

The only response I've ever seen is that the website is notoriously inaccurate. That doesn't mean they can't be right on this one though.
