I don't know if many caught this, but for the Israel aid requested by the White House, republicans are going to take the equivalent amount out of the appropriation of the IRS.
This might be a good first step to some semblance of fiscal discipline. Johnson say he wants regular order returned to the appropriation process. That would be another step forward
