.....the nonpartisan Government Accountability Office (GAO) released the results of an investigation that found 11 of 12 fabricated people were able to enroll in coverage through the federal marketplace.

11 of 12.....? That's a far better result then 10 MM of 40 MM originally uninsured (keep in mind, we are talking about "insured" not cared for - that's an entirely different subject).
