Plenty of blame lies not only at the top of the FBI but throughout. I hear Trump and others talk about the many fine men and women of the FBI and differentiating them from leadership. I think that the rot exists throughout the agency and it's time for a thorough house cleaning. Investigate the investigators.
The FISA system is a disaster. These judges like Collyer have regular jobs as federal judges in addition to serving on the FISA court. There is no way in hell these judges do more than rubber stamp law enforcement requests. They don't have the time to carefully review and then ask questions of the petitioners. The outraged judge Collyer while rightly angered, needs to take a look in the mirror.
If the illegal activities of the FBI are not punished and punished severely, this stuff will continue relatively unabated. Agents like Clinesmith, Strozk and others must see prison time. If they don't, the rule of law means nothing and they might as well put a clown hat on lady justice and replace her scale with a noose.
