I know my BIL is in the Air Force, and their budget cycle is Oct 1 to Sept 30. Month of September is to use up all the budgeted hours, because it is use it or lose it for the next cycle. A few years ago, he mentioned they did some trips to Japan to get sushi, and come back a bit later to burn miles in the month of September.
