Here is a classic example of bureaucracy in action:

1. Commission a multi-million dollar program to look at a problem when it's already in crisis mode.
2. Move the goal posts when you don't like the initial results (i.e., continue to live in denial). BTW, they took queue on this from their fearless leader, Obama.

Call me a fool but if you want to improve soldier morale then filter the $287M down to front-line troops rather than padding the coffers of defense contractors and Pentagon desk jockies. Furthermore, I bet the 'trust in leadership and peers' score increases significantly once the bullets start to fly because the guy in the foxhole next to you is all you got. Of course, how could you possibly know unless you've 'been there and done that'. Same applies to women in combat.
