Only 4 get seeded per weight, based upon a very few international events. Everybody else gets a blind draw. Seeding points are attached to the wrestler, not the country -- so Dake does not get Burroughs' points.
Here is the document that describes the seeding process. It was for the 2020 Olympics, but the seeding event list has likely not changed despite the Olympics moving to 2021.
To see the points, go to the UWW home page and click on Tokyo 2020 Seeding in the top LH corner. These will almost certainly be the seeds -- highly unlikely really doubt there will be any additional seeding events before the Olympics.

From that link, Team USA's only seeds:
- Snyder (97 kg) = 2
- Mensah (WFS 68 kg) = 1
- Gray (WFS 76 kg) = 1
Nobody else is close enough to get seeded if any higher ranked wrestlers withdraw or fail to win their national trials.
Interestingly:
- Micic will be the 3 seed at 57 kg (for Serbia).
- Burroughs would've been the 4 seed at 74 kg.
- Gomez is 7th, unseeded, at 74 kg (for Puerto Rico).
- Ringer and PD3 are 6th and 7th at 86 kg; both would be unseeded.
- Tony Nelson is the only American in the top 36 at 125 kg (12th).
