Campaign finance - only voters can contribute

If we could limit political donations to campaigns I think we would all benefit. Cut down the number of insipid ads - especially those attacking an opponent or concept. Shorten the campaign season. Make contests more local and focused.
The simple rule:
1. Spending on campaigns limited to 3 months and 3 times the salary of position being sought
2. Those that can vote for the candidate can contribute to the candidate/campaign.
3. Any violations would result in jail time for the donor and disqualification of the candidate

Just imagine if the Pacs and super pacs couldn't pump huge amounts into races where they have no presence. Only people in Iowa could donate to Iowa candidates. National campaigns would have to abide by the 3 x salary cap.
Since Unions and corporations can't vote they would be excluded from donating to candidates. Foreign interests would have no say or ability to 'buy' a candidate.
