when the Maryland QB was back to pass and then decided to run, crossed the line of scrimmage and then went back behind the line of scrimmage and threw a pass. There was no flag and no one on the Penn State sideline seemed upset about the play. Can someone please explain if the officials and Penn State just missed it?
