Can't find the post on Big10 Tie breakers, have question

Penn State wins out
OSU wins out (beats Michigan)
Michigan loses 2 including the OSU game.

Does Penn State win the East Division?
That would seem logical from just from conference/divisional play but thought I heard that OSU would win with better overall record despite the same division record and PSU winning head to head.
