Both reports of child abuse and substantiated cases of child abuse have risen every year since 2013 in Pennsylvania, a Pennsylvania Department of Human Services shows.

The department's annual Child Protective Services Report for 2017 offers the most recent, comprehensive data available on child abuse in the state.

The increases in reports and substantiated cases aren't necessarily indicative of a societal change in the care of children statewide.

The reason
"Amendments to the Child Protective Services Law, effective in December 2014, continue to drive increases in reports of child abuse," the report states. "These amendments increased the number of mandated reporters of child abuse and added additional persons who could be identified as perpetrators of child abuse."

Still, even after the law went into effect, there has continued to be an uptick each year in reports and substantiated cases of child abuse.

Report's key findings
Among the Child Protective Services Report's key findings

Statewide substantiated reports of child abuse increased from 1.6 per thousand children in 2016 to 1.8 per thousand children in 2017.

Sexual abuse remains the leading category of abuse, followed by physical abuse.

Parents continue to be the persons most responsible for abuse of their children.

No, that's OUR point, MORON! I can't wait until this week is over and all of you sanctimonious assholes go bother someone else. Every single word that comes out of your mouths about child abuse is horseshit!

No, you need to pull your head out of your ass and realize where you are.

We've heard enough about child abuse from you iowans. If you were decent human beings you'd shut up about it by now. We all know you just use it to ridicule us to feel better about your mediocre existence. It's been happening for 7 years and we see it EVERY GOD DAMN DAY!

Walk one mile, just one mile in our shoes and you'll see how disgusting this all is. While you people make jokes and act like you care about children's welfare.

Why so angry on a Friday night? The OP is a Penn State fan. He started the same exact thread on HR. I did nothing but show the OP a POT to his KETTLE. Relax, I havent said anything bad about Penn State at all.

They care about kids. They wave!

We suck. We only raise over $10 million every year FOR. THE. KIDS. .

I hate us.

I'm just impressed at how much they care about children compared to us. They all would have burned their gear (and diplomas I guess too if they have one) if they had a scandal like ours. Very impressive stuff. Much more morally correct than a person from PA like me.

I'm thinking about getting another degree from a school with better morals so I can forget about the school I cared about my whole life. Somewhere wholesome like MSU for instance. Then I can be a good person again.

I'm angry right now for the same reason I get angry when a fly buzzes around my face, because it's annoying and it's been wallowing in a pile of shit all day. Just like you iowans!

Don't you have a pile of pig shit somewhere that needs shoveling?

You just go straight to insults don't you? Only 7% of Iowans farm. Farming is what put's food in your belly. America needs farmers.

Does Pennsylvania not have farms or crops? I've never understood making fun of farmers. Some of the hardest working people on this earth. I'm a union sheetmetal worker and complain about and 8-10 hour day. A lot of farmers work from dusk til dawn. God bless them!

If you go by the 'Lookalike' thread on their board, most of their fans seem to think child sexual assault is funny. So, this isn't shocking.

Ridiculous isn't it?
When an Iowa fan who thinks PSU should suffer eternally for what happened is the same Iowa fan who then makes a joke about it.

Aah, I was wondering what all the yelling was about. I played a hunch and took the virtuous hall monitor from Iowa off ignore. Good to know you have time to keep everyone fair and balanced on both the Penn State wrestling and football boards. You're no troll, just trying to keep it real.
For the record, the unprovoked, inane attacks from Iowa folks (That makes me chuckle. I think back to when Obama referred to ISIS as folks), are exponentially more than any other week this year. Kind of mind blowing when you think about it. Iowa?? Decent program. Honorable coach. I don't see a rivalry at all. That's not going to change.

I'm NOT the one pointing fingers!! Just pointing out that child abuse is a SOCIETAL problem. No city, no town, no campus is immune to it.
We know it happened at Penn State. We regret the events that took place. But what sickens me just as much is the herd of people who continue to condemn
anyone associate with Penn State and pretend they live in a Utopian society.

Rinse, wash, repeat. Opposing fans come here , make a ped statement and like clockwork posters here make multiple paragraph statements describing what went down. They don't care....they use that because they know it pisses you off. If you respond to these idiots, you're dumber than they are.

It didn't simply happen at Penn State. jerry sandusky was retired from Penn State when he allegedly engaged in one incident on the Penn State campus (allegedly because facts are lacking and because he was acquitted of the most serious charge). Other incidents occurred off-campus. The children's organization he founded was not affiliated with Penn State.

jerry sandusky happened in Central Pennsylvania. It was wrongly and unjustly made out to be a Penn State issue because rodney erickson and the board of trustees chose to make it one.

You don’t spend any time on the Iowa board, or do you mean you never met anyone from the Iowa board because they all apparently find it funny.
I spend a lot of my internet time on the Iowa board, yes indeed. Being a hardcore Iowa fan for almost 35 years I certainly support the Hawks as you do the Lions. I also spend a lot of time here & HR as a big "college/freestyle" wrestling fan. Congrats David Taylor!:D

When you say "they all" it is disingenuous. I try to keep things in perspective. I haven't seen any Iowa fans laughing about abuse from my end. Honest assessment. There will always be the "Sandusky haters". It's a reality that won't go away anytime soon/or ever. IMO it's in the past, I don't bring it up, and has nothing to do with the 2018 Nittnany Lions.

I am excited to watch the game tommarrow. Iowa has a tall task coming into Happy Valley trying to steal a win. Hope everyone comes out healthy tommarrow and may the best team win!

Guys, let the troll go. Every 30 or 40 years Iowa has a borderline relevant football team due to their easy schedules. Luckily they played a young BC team in a bowl last year because the previous 5 bowl games were an absolute embarrassment. That will be the case again this year if they get by PSU.

Get a clue! the Iowa post was in response to your ahole fans bringing this up about PSU - Pot meet Kettle.
They aren't remotely related. I don't see anything in that article about looking the other way when you know it's going on. This is a stretch and attempt to deflect . I am not fan of making fun of PSU over this.

This response is solely dedicated to the above chart. Which seems to be missing now.

It appears on a quick review that only about 10% of the reported abuse cases are substantiated on review? I imagine that would potentially jade the investigators a bit, particularly in repeat cases, e.g. the old them again concept.

I expected a higher "positive" rate personally. I'm no expert in these matters so this may be normal across the board yet it seems very low to the less involved. Can anyone provide more instruction on the matter?
