As for the "more government" crowd, here's a nice pearl of wisdom at the end.

Individuals, after all, have their own money at stake and are therefore more likely to avoid costly mistakes than are government officials who operate with other people’s money. That is why, argues Roy Cordato in this recent paper on corporate tax incentives, these policies are harmful to economic growth: “They transfer control over resource use from the more efficient setting of private sector resource owners and entrepreneurs to the less efficient public sector driven by the choices of politicians and bureaucrats.”

The belief that governments can and should raise the level of prosperity of the people is at the root of these incentive policies – and many other interventionist follies. It is not the function of government to “create jobs” or attract business. Its function is to protect life, liberty, and property so that individuals or groups can best pursue their own goals.
