I guess the silver lining for the moment is that they're talking potential postponement rather than outright cancellation.

Without admitting it, I think IOC and Japan have been looking at various scenarios up to a 2 year delay.

It's toast. The only reason that decision is taking 4 weeks is because the IOC needs time to figure out how to extract more bribes.

Yesterday the US Track & Field Association requested cancellation. Today, World Athletics (fka International Amateur Athletics Federation) requested cancellation.

We're rapidly approaching the point where nations won't have time to select their teams and train for the Olympics.
