Penn State's James Franklin has openly called the cost-of-attendance stipend a recruiting advantage. While other programs across the country have potential for higher payouts, Penn State should ultimately rank among the national leaders. In particular, Michigan ($2,354), Michigan State ($2,916) and Ohio State ($2,970) are at the low end of the spectrum
