In my wife's defense work, this happens everytime the recording doesn't work for them. camera wasn't working, deleted, lost, corrupted, I don't know are the most common defenses by the police. The judges, who are almost all former prosecutors and democrats in every major city, tell the defense counsel to "move on". So the jury gets sworn testimony by a police officer in uniform but can't come up with any evidence other than their version of the story and they'll get a conviction nine times out of ten.
