On the sideline? I think they signal in the called plays to the field. I believe one calls the correct play and the other 2 are decoys. The players on the field would be told which one signals the real play, and they probably change which colors are the decoys around throughout the game so the opposing sideline can't get a read on the playcalling and steal signals.
