Hated that call too.

It did seem incidental, but the rule is terrible to begin with - that TE can turn around and blow up Rojas with a block OR turn and become a receiver. It’s a no win scenario for the defender.
 
I have never seen it called on the defense. That was a great play and exactly what a LB is supposed to do.
 
I don’t think the Rojas penalty should have been called a personal foul. But it was absolutely pass interference. The player he hit was an eligible receiver… can’t just knock him down while the QB is still behind the LOS with the ball
