156 billion over 10 years is not overwhelming and the lure of profits from oil/gas/minerals will encourage local support for mining. [think Alaskans]
It is too expensive for Denmark to encourage mining and it is better for the entire world to have a good supply of rare earth minerals NOT being controlled by the Chinese
