Willfully retained and disclosed classified information to others.
Was not indicted because he is an elderly man with poor memory

Had documents stored in locked rooms with secret service oversight
Cooperated with authorities until he felt they were being unreasonable
Had his home raided by the FBI
Was indicted on 37 federal charges and could be fined $millions and be sentenced to prison for the rest of his life
