I've noticed that any player who commits to any school as "unrated" eventually becomes a 2star. Last year UTEP was ranked last for 2015 at number 129 with 21 commitments. EVERY kid earned a 2star rating. For all intents and purposes, most 2star ratings are meaningless. Rivals assigns a rating range of 5.2 to 5.4 on these 2stars. The 2star 5.2 rating is just a "gift", but I understand it's to not disrespect the kid.
