It's not being implemented yet, as it's not official yet. There's speculation on every front, only one program has come out about how they distribute it and that's $13 mill to football, $4-5 mill to men's basketball, $1 mill to women's and the rest to non-revenue sports.

Isn't there some litigation holding it up?

I guarantee you that distributional ratio will not hold due to title ix. Some schools will push the boundary but Penn State will not. We'll see it distributed evenly across student athletes. If Penn State cares as much as they say, they will send virtually 100% to non-revenue sports.

I don't see that holding, the Title IX crowd can fight as much as they want, but it won't last.

Lots of Title IX discussion and push back from several athletes. There's actually a swimmer leading the way in this charge saying it's not fair to women's sports, etc.
There’s not a single program on the women’s side at PSU that isn’t in the hole financially and my guess is that outside of something like UConn or South Carolina basketball there aren’t any women’s programs that don’t run a deficit. If they want to share the revenue, they need to start making some revenue.

Biggest mistake.... getting rid of Portland.

Another move by the stinking BoT to plainly piss everyone off.

You are dreaming. It will hold, there is very little doubt.
There's actually a lot of doubt out there considering women's sports don't generate anything near what the men's do. The only thing that will match is scholarship counts, which is fine. However football will have to get some sort of exception due to the number of players.
