If someone decommits and recommits...

That would be appropriate only if he got a "we are worse" signal when he departed. Don't recall ever seeing one of those! 
Somewhat related, there seems to be some confusion as to whether, if a recruit recommits, he needs to make another announcement. From what I understand if you make an announcement when you commit, you should not make another announcement when you recommit, unless you made an announcement to decommit, in which case you should, indeed, make another announcement that you will recommit, unless you think there is a chance that you will again decommit, in which case you should not announce that you will recommit, but should, instead, announce that you cannot commit to recommitting as there is a chance of your decommiting.
BTW, this is another thing we are not used to that happens all the time at other schools. It will come to no surprise to anyone here that I generally watch ESPNU all day on signing day and all the time they are like so and so recommitting to XYZ State after decommitting. Or worse they do the hat pick and then pick the hat of the team they decommited from. Worst of all they re pick that team and then don't send in their LOI... creating incredible drama for days after signing day.
