If we can control the entry of immigrants, so that they can be documented upon entry, and bar them from using welfare services of any kind for their first five years, and they pass a rudimentary background check, then I say let them in. But they must enter ORDERLY. They must get in line and be counted. The only limitation would be on the rate of our ability to process them at entry.
Other than that, I say open the doors. If they can't find work within some period of time, they must return to their home country. They can not live here by being sustained by our welfare services. They must be able to support themselves, for at least their first five years.
