And by that I mean place restrictions on government handouts. For example, my former employer issued a credit card for travel purposes. It used merchant codes to control where you could use it. And you couldn't use it to get drunk at the hotel bar because there was a post-audit of your travel expense receipts; you submitted a reconciliation of your travel expenses and your boss approved it. Bottom line, there is no reason why the government cannot do something similar with SNAP. The technology exists. Politicians just lack the intestinal fortitude. They are afraid of 'blow back' from the irresponsible masses. The same goes for basing auto insurance premiums on the way you drive. The technology exists to monitor your breaking and acceleration. But instead of enforcing the rules its easier to apply a surcharge to responsible folks. Why? Because we're an easy mark. We are responsible.
