I'm sure there was some initial interest. But Mark Hall was always a bigger priority.

He verballed in Oct. of his junior year to Nebraska. I don't recall PSU being a player for him, though wrestling recruiting info isn't reported all over the place.

You probably can explain it by PSU's roster. Labriola will likely be 165 or 174 in college. Next year, when Labriola enters college, PSU will have Joseph with 3 years of eligibility at 165, and Hall with 3 years of eligibility at 174. And the plan was to have Hall redshirt this year, so back when Labriola verballed the expectation was that Hall would have had 4 years of eligibility (with the caveat that Hall had not yet verballed in Oct. 2015 -- he did so in Nov. 2015).
