Long time lurker, first time poster. It looks like Mr. Dambly may have had his hand in the cookie jar in Allentown.

Okay, maybe not.....I'm sure his behavior on the PSU Board has been beyond reproach.... Dare I point out that Dambly is also a "political appointment" to the PSU BOT via one of the Governor's 6 "appointments"???
 
Wait, wait, wait, you're telling me there is an OG BOT who is a major donor to a politician/organization and might have received favors in return?

Go figure, all of them referenced below are "political appointments" to the PSU BOT (not only that, but "political appointments" and their adjunct, the B&I Appointments, dominate and control the "all-powerful" Executive Committee of the PSU BOT - again, go figure, who'd a thunk "political gravy" could buy you such things...I don't know about anyone else, but I'm shocked that PA's pristine political scene is so heavily involved with the PSU Board.....opps, got a run, have to go find the puke bucket - I can feel one coming up...):

This probe is huge. It has already taken down 3 City Administators and 1 service provider. It WILL take down the Mayor, more contractors and more city administrators, along with, I am told, a State Senator and perhaps a Congressman.
The FBI raided City Hall last summer, along with the Mayor's home. The Mayor, Ed Pawlowski, was going to run for the Senate. His long time Campaign Director, Mike Fleck, disappeared that day. His home was cleared out, his cars gone and he nor his wife have been seen again. It is believed he wore a wire for the FBI and he is in the Witness Protection Program.
There is a LOT of money being made in the downtown renewal. LOTS OF MONEY. This whole scam is being financed by something called the NIZ. Here is an article about the NIZ.

With all fairness to Dambly (did I just type that?), the reporter does point out he hasn't been accused of wrongdoing. However I do wonder why she felt his connection to Penn State was worth mentioning.

Yes, this is a big investigation that has the potential to take down many people.

My understanding is this investigation, at least so far, doesn't include the NIZ. That entity is, in theory, independently governed by a board called ANIZDA.

It's the state's flagship university. That's pretty much why. Penn State is news--like anything that big.

Especially given that his "connection" to PSU's Board is via POLITICAL APPOINTMENT which may have had something to do with the "gravy" he and his Development Company were throwing around in political circles.......

Key words "so far." I have been hearing the names of a State Senator and Congressman, both for the first time. Once doors begin to open, who knows what other doors they may lead the FBI.

$500,000 for a 2 bedroom dormitory?

Penn State’s Board of Trustees recently approved – over objections from Governor Wolf’s representatives – a $50.6 million dormitory project at PSU Abington.

The costs? Just over $503,000 per 2 bedroom dormitory. And this does NOT include the $10 million already spent on the project. Nor does it include the cost of the real estate to build the dormitories on.

Existing private developments in the same neighborhood – including the cost of real estate - are valued at ½ that amount.

Where is the money going? Why do PSU-funded projects cost twice as much as privately owned projects in the same neighborhood?

The champion of these projects is PSU BOT Capital Planning Committee Chairman Mark Dambly. An unelected BOT member - placed on the Board by then State Senator Dominic Pileggi. Prior to taking his seat at the PSU Board, Dambly ran a residential construction business, which was bankrupted when he defaulted on loans. Dambly was also found guilty in dozens of civil suits regarding his business practices.

He then moved to Federally-funded “low income housing projects” in the Chester PA area. Those projects came in at double the costs of other housing projects in the region. Dambly received government funds for these projects through Dominic Pileggi, the former Chester City Councilman (Dambly and Pileggi were later named as co-defendants in a Federal Anti-Trust case in the United States District Court). Dambly’s business associate – JJ DeLuca Construction Company – was convicted of Fraud for submitting inflated invoices on the Philadelphia Naval Condominium Project.

Is anyone watching the store?
 
Gov. Wolf needs to get a lot of feedback on removing Dambly from the BOT

The Governor Appointees are not set up in a manner similar to trustees at several other state or state-related BOTs. On many of those boards, the trustees serve at the pleasure of the Governor, and he/she can remove them at will.

The Governor doesn't have that type of leverage with the PSU Governor Appointed trustees. While in reality the Governor could request that any Governor Appointed trustee resign, there is nothing to back up the request. The Governor doesn't have any leverage to force the trustee off the BOT. There needs to be more than simply the issuing of a subpoena for the Governor to request said resign and expect that it will take place.

If charges are filed against Dambly, perhaps that will motivate the Governor to take actions.

Just let this play out, before contacting the Governor's office.

I recall that Penrose Properties was involved with the redevelopment of The Acres in Allentown a few years back so I looked for more examples of their work. Turns out they developed the Strata Flats right in the heart of the NIZ.

True.....from a technical standpoint.

BUT:

As we see happen in many other fields, all the Governor has to do is set up a meeting with Dambly and let him know that -

"Mark, I don't have any confidence in your ability to properly serve as a Trustee at Penn State. I feel that it would be in your best interests to find that you, with great regret, feel that pressing personal and business concerns preclude you from devoting the necessary hours to properly fulfill your obligations as a Penn State Trustee, and therefore must make the difficult decision to resign from your post."

If necessary, he could intimate to Mr Dambly that some disconcerting information regarding Dambly's role in that old narcotics distribution investigation has come to the Governor's attention. Information which might be considered unfavorably by Dambly's associates.

I expect that Mr Dambly's resignation would be presented to the Board with great haste. :)
 
I believe Dambly was appointed by Rendell...not sure.
DURING the Rendell administration (2010)....but that appointment was arranged by Dambly's co-conspirator - Dominic Pileggi (at that time, the leader of the PA Senate Republicans)

Strata Flats are luxury apartments currently being built across the street from the PPL Arena. It is at 7th and Linden Sts, one block from the Monument at 7th and Hamilton Sts. The Allentown Parking Authority is almost across the street from Strata Flats. APA is the next domino, and Mark Dambly is now on the clock. Friggin' wonderful.

I fail to see the harm in Wolf stating he has no confidence in Corbett's appointees and that he would like them to step down immediately.

Those in power roles don't do what you're advocating, unless there is a huge groundswell of public commotion about an individual. To the individual in the power role (Gov. Wolf in this situation), you don't waste time expressing a desire for something unless you have the power to back up the "suggestion." Doing otherwise actually reduces your power, in that you've shown you don't know how to utilize it.

Lots of complexities here. It's not nearly as simple as you have presented it. Not something I can argue in a public forum; I'll leave it at that.

PA's pay to play laws are almost non existent and except for the city of Philadelphia which has its own pay for play rules, it's primarily limited to people who own and run casinos and the advisers, administrators and investment managers who seek work with municipal pension systems. Clearly the article suggests that Dambly and his company are victims here, not the other way around.

Yep....that's it....good guy Mark is a victim. Are you naïve,stupid, or both?? or do you assume everyone else is?
Sleezy politicians and crooks in developer's clothing are made for each other....co conspirators indeed.
If Dambly had only reported those who were doing the shakedown....with the benefit of hindsight, I'll bet he wishes he had...yes/no.
 
In case anyone has forgotten what a huge @$$hole Mark Dambly is, here is what he had to say during the Lanny Davis-orchestrated "Let's piss on Joe Paterno while he's busy dying" tour of January 2012:

"There's an obligation, a moral responsibility, for all adults to watch out for children, either your own or someone else," trustee Mark Dambly said. "It was in our opinion that Joe Paterno did not meet his moral obligation and for that reason -- me, personally for that reason, I felt he could no longer lead the university and it was unanimous."

Yeaaahhhh....

A company run with ethics would look elsewhere to make their investments if they are being "shook down" as you say.

Overlook park, built by Pennrose Properties in the mid 2000's was an $85 million project.

Strata Flats is a $10's of millions project.

Pennrose paid $42,000 to the Mayor. Major shakedown.
