I think the line depends heavily on which officiating crew is assigned. Recall last year how the league knowing we were decimated at LB by injuries proceeded to throw Smith out of the game early for a targeting call simply because he almost made an interception. When the league is apologizing for targeting calls to Urban on viscous hits to defenseless receiver's head and neck area but not for a player touching the receiver while having cut in front for a potential INT, then you know how the outcomes can be heavily influenced by the league offices.
