Quick review seemed to indicate that California may get a drought break and a rainy spell later this year.
That may be the good news. The bad news is, it may not last.
Appears he is basing it upon what happened the last time the PDO Pacific Decadal Oscillation switched to its 20-30 year Cool Phase. Seems the drought may be part of that natural cycle.
