being an Indy organization, they are in a relatively rural farm based state. do you think this impacts how they behave?

If they were located in Miami, NY, Atlanta, Dallas, LA, SF or Seattle - do you think they might act differently toward certain situations (potential violations)?

or is Emmert the core of their problem?
