Good question as the NCAA site says they start at noon on Thursday. However, I have been going for a number of years and they always started at 11 AM.

New York was noon as well. I believe it starts at the same time regardless of where it is held which results in noon at eastern time zone sites, 11 am when it is in the central time zone.
According to the NCAA, today is the day each school is informed of their allotment. This starts gobs (technical term) of activity by the Athletic Department (Ticket Office mainly) to get as many applications covered as possible.
