Now that 2017 recruiting is over, let's get on to the more serious matter at hand....

Here is the problem with Over: if you have a cat, which I once upon a time did, God help me, the Over position makes it easy for them to rake the roll and unspool the whole thing. Under defeats that. To a great extent that is also true of young kids.

Under was prevalent with the old time TP holders that hung loosely with the TP resting against the wall. Some still prefer that type of holder. I prefer the holder that has the roll on the tube and no TP friction against the wall, and over the top. ;-)

Over. Otherwise, they would put the pretty patterns on the inside. Easy answer to the cat dilemma.
 
Definitely over. Anyone who thinks otherwise is just wrong
My preference is over but ask anyone who has a toddler and they'll say under. If a kid swats a roll of toilet paper it's going to roll over the top and thus spit out the paper. The kid will think this is cool and keep doing it until the roll is gone. Having the paper feed from the bottom with thwart the kid from carrying out his/her evil plan.

There is actually a definitive answer to this question. According to the original patent for toilet paper, the paper is to go over the top.
