Obama takes a $3000 capital loss carryover on his income tax return

I saw this on TV so I looked it up. Apparently he took a large loss on treasury notes.
How can an investor be losing money in this market? Does he have Bernie Madoff for an advisor?How did he lose money on treasuries in a declining interest rate environment?
