That sounds terrible. And it is - 1 is too many.
But a quick Google search revealed there were 320,000 Christian churches in the U.S. in 2007 (I didn't feel like digging any further for a more recent number)... 400 leaders amounts to about 1/10th of 1% (0.125 %) of American pastors - even less if they're counting elders, deacons, etc as "leaders". With the proliferation of online pornography today and all other manner of temptation, I am actually surprised it's not higher.
So... No, not necessarily a shock.
