OT: Computer related- Does leaving the ac adapter/battery charger

plugged in when the laptop isn't plugged in to it harm the adapter/charger in any way, i.e. shorten it's normal life or anything else? The adapter/ charger for my HP Elite workstation has an 11.8 amp output which seems high to me but if it can safely remain plugged in when not in use, I'm willing to live with it.
Thanks in advance. Oh, I don't have an owners manual and the one online at HP's website doesn't say anything about plug vs unplug.
 
I'm not in IT, but can tell you that I leave mine plugged in at home 24/7 and my docking station at work, set up by my IT dept, includes the same exact power cord that is plugged in 24/7. I think it's OK.

Also, I'm not an electrician either, but it may actually use some electricity even when it's not attached to your computer.

You're adapter should be fine as long as you don't get a power surge. However, its good practice to run your laptop battery down every month until the laptop turns itself off. This gives the voltage sensor a chance to reset so that it can fully charge the battery. Lithium batteries do not build up resistance to recharging, but sometimes the sensor does need to be reset.

I assume this would also apply to a cell phone?

Only if there is something wrong with the battery/laptop connections which would cause the adapter to overheat. If it's functioning properly, you're okay..
