The Commonwealth Court has affirmed an order of the Philadelphia Court of Common Pleas that imposed a civil penalty of $500 on the Office of the District Attorney of Philadelphia for denying access to public records in bad faith. Office of District Attorney of Philadelphia v. Bagwell, Nos. 2627, 2641 C.D. 2015, 435, 473 C.D. 2016 (Pa. Commw. February 16, 2017).

Gee, what could have possibly been contained in a Fina email that made Seth want to keep it hidden?? Does anyone even care??

It could just be Seth and his superior attitude thinking he doesn't answer to anyone so he's just being difficult rather than really hiding anything.

I get the impression from following some of Bagwell's exploits that these agencies are being difficult just to be difficult.

The problem is a $500 fine will be meaningless to them. It should be a $5000 fine with the person who denied access forced to pay personally rather than charging it to the Philly DA office. That would get their attention and better responsiveness for these RTK requests. ;)
