I know he is catching some flak for his role and will likely get a fine but first coaches are allowed on the field when a player is injured. Second why didn't Marvin Lewis pull his team over to the sideline for an unofficial timeout to regroup. And Here is an excellent breakdown of what transpired:

Brown is up and begins walking off the field
•Burfict puts his hand on Brown’s shoulder
•Member of Medical Staff slaps/pushes Burficts hand away
•Burfict’s arm swings around whacking Joey Porter’s headset
•Porter seen talking in direction of referee/Bengals
•Gilberry comes up behind and pushes Joey
•Burfict grabs Joey’s jacket
•Bengals pushing Joey and all up in his face
•Joey smiles
•Villanueva seen pulling Joey away
•Pacman pushes ref on way to Joey
•Flag thrown

As it should be, cannot touch the ref. Porter was responding to Burfict touching Brown which after the way he had played all day is not something the Steelers wanted to hear. Good for Porter. he was not out there just to start trouble.
 
It's a bigger deal because it's Porter, and he had a long history against the Bengals himself. Given that Burfict himself injured half of the Steelers' team this year, and still played every game, the Bengals should be complaining about nothing.

If you want the faces of your team to be Pacman and Burfict, that's your problem. Everybody knows they are ticking time bombs, and if Joey is out there on the field, some D-lineman should have made sure that the problem children were taken care of and muscled them out of there. They didn't. Joey may well have known precisely what he was doing, but at the end of the day it was Pacman being Pacman that did them in.
 
Actually training staff are allowed but I believe ALL coaches need an official's permission, even a head coach.

An offensive player is injured; Porter's a defensive coach. He was just looking for trouble; suspect he'll be fined, don't think he'll get suspended.

Doesn't matter. PacMan pushed an official,which is a huge no no.
