Looking at PSU's verbal commitment list, the two JUCO's have no rating. Is it customary for JUCO's to eventually get a star rating?

the last time i looked every JUCO on every team was still unrated. on Rivals the avg star rating of 0 counts in their AVG team rating. i am not sure how they compute the total team rank with JUCOs
