Columbus Ohio has had a big uptick in crime and huge increase in car thefts. So bad that one woman wanted her son arrested for the multiple crimes he committed. (See :40 seconds). Police said their hands were tied by scoring system designed to keep juvenile offenders out of juvenile jail. Juvenile Judge at 1:40 states they are doing everything they can to juvenile criminals out of jail. Asst police chief at 4:29, at the end of her discussion about the huge crime problem states we have to remember "these [17 yr-old car theft perpetrators] are still children." -- The idea being that juvenile educational programs are somehow going to get through to a 17 year old with a multiple history of car thefts.
