Recruiting Dead Period purpose

I was listening to Flo yesterday and they were talking about the press release from the NCAA about the extension of the dead period and how it has now been 16 months. SO no Senior had any chance to speak to coaches. What is the purpose? Why would they not want student athletes to be recruited for over a year due to Covid? I just don't get the advantage to the athlete. It is to keep the student safe from Covid on a Zoom call? Assuming no contact means no contact even through zoom.
And I do accept that there might be no legitimate reason for why the NCAA does what it does, but this just baffled me. Of course Flo was not a fan either.

In-person recruiting is prohibited. Contact through zoom is not prohibited.

The NCAA is run by and for the university presidents. It serves student athletes only coincidentally -- the institutions always come first.

In this case, university presidents fear an outbreak caused by outsiders visiting. They distrust their Athletics Depts and coaches to conduct the visits safely. Despite the number of athletics events not resulting in transmissions.

The NCAA is also an inherently intra-political organization -- this might be a case where some schools can't do it safely and sure as hell won't cede an advantage to those who can. Overcoming that requires leadership, but instead we have Mark Emmert.
