Retail theft

I have a question for our wise professor. I was at Home Depot yesterday looking for a drill. For the first time ever, every power tool was under lock and key. I searched for someone to help me and they said they would send someone. 15 minutes later and I'm still waiting. I finally track someone down, and they proceed to unlock the shelf. I ask them if having everything locked up was new, and they told me that it was just implemented because of the increase in theft.

If retail theft is down as our esteemed professor keeps telling is, then why the need to keep everything locked up?
