Let's say Washington and the winner of the Ohio State vs Michigan game make it to the Play Off.
What are the rules as far as who the Rose Bowl Committee can pick as substitutes? Do they have
to stay inside the Pac12 and B1G? Can they choose whomever they want? Thanks.....
 
They WILL take one B1G team and one Pac-12 team. That is guaranteed.

There really are no rules as to which specific B1G and Pac-12 teams they select. Well, Rutgers won't get selected, they aren't bowl eligible. :D But the Rose Bowl has sole discretion as to which teams they pick.
 
So they have to take another B1G team? Is that correct? They can't take perhaps another team not in the B1G, that is higher ranked?

Yep, have to take another B1G team.

They do have one obligation --- they take the B1G Champion if the B1G Champion isn't part of the playoff. Suppose Minnesota finished 8-4 but won the West, then beats Michigan in the Title Game to keep the B1G completely out of the playoff. The Rose Bowl would take Minnesota, even if were a bunch of other B1G teams (us, U-M, OSU, Nebr, Wisky) still ranked ahead of Minnesota.

But beyond that --- the Rose Bowl can take whatever B1G team they wanted. They aren't bound by rankings.
 
The Rose Bowl would like to invite Pitt, due there large following. But they can't since they are in the ACC.
