Should pushing opponent out of bounds with control be stalling?

Not my thoughts, but the thoughts of a famous, great great former wrestler. Commented during finals and now a popular thought on other boards, that from the top position off the whistle, opponent stands, and you are "pushing him" or "running him" out of bounds, and how is that, not stalling?

Again, not my thoughts, but the confirmed thoughts of a famous former wrestler overheard at Nationals.

Thoughts?
 
I agree that it should be stalling but I also think it could be tough to call.

Sometimes when the bottom guy stands up and tries to take off, the top guy isn't really pushing but along for the ride. Is it fleeing or pushing?

I see the same confusion from neutral when the wrestlers go off the mat and both teams fans are screaming for stalling against the other guy. I think that's why it so often does not get called either way.
