Even talked on the PSU stream about how Hagerty is a well respected ref... How he missed this is beyond me... they said on the stream he went over and talked to Cael after that match. Would love to hear what his explanation was for not calling the stick. Needless to say many said it was as angry/upset as they have seen Cael in a match.
 
I am 100% sure that I could fit at least one layer of graphene between his right shoulder blade and the mat.

Outside of some of the shenanigans you see in SEC football, this was about as blatant of home cooking as I've ever seen in college sports. Simply inexcusable. Although I'm sure he probably received a good old pat on the back from some in attendance after the match.

Picture also demonstrates that Jimmy's head is clear of Heil's legs, he is completely across his body in a semi-Peterson Position and is completely controlling both of Heil's legs (with a leg-hook on Heil's right leg using his own right leg and both hands controlling Heil's left leg.). There is no reason this should not be a TD, especially given that JImmy held him in this position for 20-some seconds through the end of the second period - nonsenical to claim Heil's crotch-lock is preventing control in this position imho. Heil's crotch-lock is doing absolutely nothing except pinning himself AND Jimmy has clear control of both legs, Jimmy's upper-body is fully across Heil's upper-body and he has him in a pinning combination. No reason imho that this should not have been called a TD first, drawn a NF count and ultimately a pin.

Here is a description I took from a refereeing site regarding the rule changes from a couple years ago (2013-2014 season, they changed a couple things including granting a TD if a wrestler has either hand down while other wrestle has control from behind AND awarding of TD even when other wrestler has waist-lock or crotch-lock when other wrestler controls both legs and gets head above waist of opponent - including if head is still buried above waist as long as there is nothing other wrestler can do to improve).

This video looks at those takedowns with a waist lock or crotch lock involved. Control must still be gained and not automatic as the original video suggests but the interpretation is the head can be buried if the defensive wrestler can do nothing to improve.

Heil is clearly in the "defensive position" here and Jimmy has gained complete control of both of Heil's legs and Jimmy's head, as well as his entire upper-body, is free and above the waist. JG should have been granted the TD and a NF count should have commenced (and ultimately a pin) as Heil, the "defensive wrestler", clearly could not improve his position with the crotch-lock (in fact, the only thing pulling back on the crotch-lock was doing was PINNING HIMSELF!). Should have been 2 points Jimmy, NF count should have started and ultimately pinned called.

Here is another example of a description of why this a TD taken directly from a refereeing instruction manual with pictures on specific topics - HIT THIS LINK and go to picture #19 under the section labeled "Control (Takedowns / Reversals)". Here is what it says specifically in the caption under Photo #19 where wrestler is controlling both legs and other wrestler is attempting to prevent TD with crotch-lock and crotch-lift:

19. (5-25-1) Takedown. The crotch lift by the Green wrestler does not stop the takedown​

BTW, the same manual in Photos #23 and #24 demonstrates why Hall was awarded TD on Crutchmer after coming out side-door with Merkel leg-lace in....
