So a Chinese girl paid another Chinese girl to take her English language exam to get into PSU

This happens in HS with the SAT/ACT. Our county here in MD paid for every junior to take the ACT last month. We had to check ID's of our own HS students before they could take the test, in other words they had to supply a picture ID to take the test. Basically it was to prevent older asian students from taking the test for a younger sibling, which has happened before. I have had to kick kids out of my testing room for this, as well as students who was trying to look up answers on line and another this year who refused to tell me his 'government'.

In China the competition for places in college is fierce and there is a stronger economic component to attending college than there is in the US -- For many college is viewed as a necessary step up the economic ladder, and the importance of the academic element is relatively small.

Oddly enough, my two kids at Penn State tell me that the Chinese kids tool around in high end BMWs, Mercedes, and even Ferraris

True for many. Whether the Chinese have money or not, college for many is viewed mainly as an economic proposition.

Sadly, this is fairly common, especially for students coming from China. I teach at a Univ. and I have had some students from China. For a few, there is simply no way that their knowledge of English matched their TOEFL score. No way.
