On the slow motion replay it looked to me like the back of his foot, his heel, hit first. So why was that not a TD?

They scored on the next play, but isn't it a TD when the first part of the 2nd foot hits?

Also, on one of the Saints catches on the blocked FG drive it looked like the first foot in then hit out of bounds before the 2nd foot touched down.....
