Surprise ruling regarding Frank Fina

Decision announced on Friday between Christmas and New Year's Day. Will many people even notice??
 
So reading the article sounds like cleared because of a technicality that was done on purpose essentially leading one to believe this whole thing was set up like this to be cleared later.
 
The panel rejected the complaint for a simple reason: It noted that the subpoena of Baldwin was signed not by then-Chief Deputy Attorney General Fina, but by Bruce Beemer, his superior as chief of staff to the attorney general and a member of the team pursuing the case.

That does seem like a pretty big swing and a miss. Kind of a glaring technicality. Still. And if the complaint had been filed against Beemer what do you think the result would have been?

My personal opinion and experience is that a large number of prosecutors are crooked or willing to cover up for those that are crooked
