They are Montana and Hawaii. (not the answer some people probably expected).

Now, what do these states have in common:

1. One thing they do NOT have in common is politics.

2. They ARE both isolated - in either the sense of being rural or shut off from travel (HI really clamped down on travel from the mainland).

3. They both have reopened a bit over the past several weeks.

4. As of mid-May, they were 50th and 51st amongst all states in terms of cases per capita. E.g., not that many cases were found during the lockdown period.

I've stated this before, but MT and HI would be a couple more data points to support an opinion that the increases in cases that we are currently seeing is more driven by the states converging toward a mean (in terms of cases per capita), as opposed to a true "second wave."

While states like NY, NJ and MI are now benefiting (a level of immunity amongst the general population) in a relative sense from spread of COVID in those states in the spring, other states are now seeing rises as lockdowns end and travel re-commences.

Lockdown or not, we're all converging together. Over time, it was inevitable.
