Since when do recruiting class rankings include transfers? Did I miss that in the past? I'm specifically talking about them adding Desanto to Iowa's 2018 recruiting class.

Each service that ranks classes has their own process, so I'm not sure there is a global answer to your 1st or 2nd question. And since they don't share the formula they use for determining recruiting class rankings, it's not clear if transfers are actually included in the ranking, or just listed to provide additional info.

TOM did include transfers in their article, and not just for Iowa. From the article:
